This marine zone has a variety of species capable of living at this depth.  The governing factors determining distribution of the wild life include coast contours, latitude, and of course bottom composition.  Diving in California, this volume of the water column is often only encountered from the surface during a surface kick or during a brief exit swim underwater.  However many hunters know there can be a myriad of viable life in this zone from lobster to good size halibut.
